In reply to your letter of the 10th instant I have the honour to inform you that in laying the subject of your communication before the Brigadier General Commanding, I am requested to convey to you that in his opinion a preferable proceeding on the part of your Committee would be to submit this Plan to the Acting Governor by whom it would be referred to the Officer Commanding the Troops for a Military
